The Boston Water and Sewer Commission (BWSC) prides itself on providing high quality water and sewer services at the lowest possible cost to its ratepayers.  Theft of water by tampering with or bypassing water meters not only costs BWSC thousands of dollars a year, it also imposes costs on every paying customer.  Additionally, the illegal operation of fire hydrants is dangerous and can result in breaks and the malfunction of the hydrant when needed for fire emergencies.

All water usage in Boston, except for fire fighting, water maintenance work and street sweeping, must be metered and the charges paid.  The following conditions may cause BWSC to suspect water theft:

·         Meter readings are lower than previous readings;

·         Low consumption based on knowledge of average water consumption;

·         Refusal of access into a property for BWSC employees to inspect water meter service.

Water theft has a negative effect on all BWSC customers, and is a serious offense that is punishable by a maximum fine of $5,000.00 per occurrence per day, as well as criminal or civil prosecution. 

The Revenue Protection Division of BWSC is dedicated to locating and eliminating water theft.  Customer assistance in locating illegal connections and reporting the illegal use of hydrants is appreciated and encouraged.  Tenants of apartment houses or buildings are also encouraged to report any signs of water theft.
